IT goes by different monikers in different areas of the country, but in the local area, the strip of grass between the sidewalk and the street is called the boulevard. (in New Mexico, a boulevard WAS a wide street)
The city owns this strip of land. You do not. They do not permit you to post political signs on it - technically it is illegal to put even a temporary garage sale sign on it. You cannot plant a garden there. Because it is NOT YOUR PROPERTY.
However, they now wish to put "teeth" into the city ordinance and REQUIRE homeowners to maintain and landscape the boulevards. Currently, most people will mow the boulevard when they mow their own lawn, but if the city decided to require this - legally requiring private citizens to maintain city property under penalty of law - exactly where will they stop?
They are also drafting an ordinance to require the "landscaping" of one's private property. I personally chose not to live anywhere with a "homeowners association" because I do NOT want some fool committee telling me what I can and cannot do on my own private property.
They do not seem to understand the whole point of private property in Minot - they seem to think all property in the city is property of the local mafia.
